    In a market where every frontier lab's L2 is roughly comparable on any given month, Anthropic has made a structural bet: differentiate on L3.

    The L3 stack:
    • Constitutional AI training methodology (a publishable, auditable approach to alignment)
    • Conservative refusal posture, costs them some consumer share, wins them regulated enterprise
    • SOC 2 Type II, ISO 27001, HIPAA BAA, FedRAMP in progress
    • AWS Bedrock + Google Cloud integration, buyer's existing compliance perimeter

    Why this works structurally. Enterprise procurement in banking, healthcare, and government does not buy the smartest model. It buys the model that passes review. L3 is where the contract is signed.

    Law II, every layer that handles intelligence is regulated by default. Anthropic priced this in early and built the brand around it. OpenAI is now catching up (GovCloud, Enterprise tier) but lost the first-mover position in trust-led buyers.

    The bigger pattern. L2 alone is becoming a price-war layer. L2 + L3 is a contract-signing layer. The premium is on governance, not raw capability.
